What is the submission deadline?
All proposals must be submitted by the deadline specified in the RFP document, which is no later than 5:00 p.m. EST on Monday, September 28, 2026. Late submissions will be deemed non-responsive and will not be considered.
How should proposals be submitted?
Proposals must be submitted electronically in PDF format unless otherwise specified in the RFP instructions.
Are there mandatory requirements?
Yes, proposals must address all required criteria outlined in the RFP to be considered complete.
Are proposals subject to disclosure under Florida's Public Records Law, Chapter 119, Florida Statutes?
Yes, proposals are subject to disclosure under Florida's Public Records Law, unless a statutory exemption applies.
Can confidential information be exempt from disclosure under Florida's Public Records Law?
Yes, confidential information exempt from disclosure under Florida's Public Records law, such as trade secrets, may be exempt from disclosure according to the process described below.
How should confidential information be submitted?
A respondent submitting a proposal that contains information for which an exemption to Florida's Public Records Law is claimed must file two versions of its proposal: (1) a confidential version of the proposal and (2) a public version of the proposal. The public version of the proposal will be made publicly available.
In the confidential version of the proposal, any response, document, record or report submitted in response to the RFP that is a trade secret, confidential or otherwise proprietary or exempt from the Florida Public Records Law (Chapter 119, Florida Statutes) must be marked as follows: Mark the TOP of the confidential PAGE as CONFIDENTIAL in bold type face. Place brackets "[]" around the portions of the document that are confidential. The confidential version of the proposal must include an index of confidential documents reporting the title of the confidential document, number of pages and reason for its confidentiality, and provide the exemption to Florida Public Records Law by including the statutory exemption.
The public version of the proposal must include brackets "[]" where confidential information has been removed and must contain a summary of the bracketed information in sufficient detail to permit a reasonable understanding of the substance of the information. For example, if the document is pricing data that is exempt from Florida's Public Records Law, the summary may state "pricing data between X and Y for 2025".
